(a) Third Reading Report: Rezoning of 35232 Dyke Road to Permit Barge Loading (R14-022)
This report answers questions that arose at the November 3, 2014 public hearing for the proposed rezoning of 35232 Dyke Road that would permit a land use of barge loading on the property. Given that Council could decide to grant third reading to Zone Amending Bylaw 5460-2014-5050(153) the Bylaw has been listed under the "Bylaws for Consideration" section of tonight's agenda.
(b) Third Reading Report: Rezoning of 34980 Lougheed Highway to Permit Barge Loading (R14-024)
This report answers questions that arose at the November 3, 2014 public hearing for the proposed rezoning of 34980 Lougheed Highway that would permit a land use of barge loading on the property. Given that Council could decide to grant third reading to Zone Amending Bylaw 5462-2014-5050(155) the Bylaw has been listed under the "Bylaws for Consideration" section of tonight's agenda.
(c) Application to redesignate and rezone properties located at 29550 & 29560 Lougheed Highway to allow for commercial development consisting of a gas service station, drive-thru restaurant and retail units.
This report details the Official Community Plan (OCP) and Zoning Amending Bylaws to allow commercial development, including a gas service station, drive-thru restaurant and retail units, on the properties located at 29550 & 29560 Lougheed Highway. Council granted first reading to District of Mission Official Community Plan Amending Bylaw 5481-2015-4052(41) and considered the OCP Amending Bylaw in accordance with Section 882 of the Local Government Act on January 19, 2015. Second reading of the OCP Amending Bylaw and first and second readings of the corresponding Zoning Amending Bylaw are listed under the "Bylaws for Consideration" section of the agenda.
Subject to Council's approval, a Public Hearing will be scheduled for March 16, 2015.

Item 5 - CORPORATE SERVICES
(a) 2015 Fees and Charges Review
This report details recommended changes to the User Fees and Charges Amending Bylaw. The recommended fee increases to existing bylaws is approximately 2%.
Staff support the fee and rate changes and as such have listed amendments to the User Fees and Charges Bylaw under the "Bylaws for Consideration" section of the agenda for first three readings. The new fees and rates would come into effect April 1, 2015.

Item 6 - PARKS, RECREATION AND CULTURE
(a) 2015 Special Occasion Beer Garden License Requests
RECOMMENDATION: Council consider and resolve:
That the Burton Cummings Concert to be held at the Clarke Theatre on March 18th, 2015 be declared a Community Special Event for the purposes of securing a Special Occasion License from the BC Liquor Control and Licensing Branch as recommended by the Director of Parks, Recreation & Culture in the March 2, 2015 report to Council.

That the Burton Cummings Concert to be held at the Clarke Theatre on March 18th, 2015 be declared a Community Special Event for the purposes of securing a Special Occasion License from the BC Liquor Control and Licensing Branch as recommended by the Director of Parks, Recreation & Culture in the March 2, 2015 report to Council.

(a) 2014 Climate Action Revenue Incentive Program (CARIP) and Climate Action Goals Status
The purpose of this report is to inform Council of an expected $53,000 carbon tax refund to the District for 2014 and to report on Mission's progress towards meeting its climate action goals.

RECOMMENDATION: Council consider and resolve to rise from Committee of the Whole
9. RESOLUTION TO EXCLUDE PUBLIC, RECESS THE PUBLIC MEETING UNTIL 7:00 P.M. AND IMMEDIATELY CONVENE INTO CLOSED SESSION
RECOMMENDATIONS: Council consider and resolve:
1. That pursuant to Section 90 of the Community Charter, the public be excluded from this portion of the meeting as the subject matter being considered relates to the following:
• Section 90(1)(a) of the Community Charter - personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality;
• Section 90(1)(c) of the Community Charter - labour relations or other employee relations;
• Section 90(1)(d) of the Community Charter - the security of the property of the municipality;
• Section 90(1)(e) of the Community Charter - the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality;
• Section 90(1)(g) of the Community Charter - litigation or potential litigation affecting the municipality;
• Section 90(1)(k) of the Community Charter - negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interests of the municipality if they were held in public; and
• Section 90(2)(b) of the Community Charter - the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.
2. That the public portion of the meeting be recessed until 7:00 p.m.; and
3. That Council immediately resolve into the closed portion of their meeting.
